DC SUPERJET

Got my 86 honda 200s finally running for a while without fouling the plug right away. Now it only fouls plugs after several rides, not just a ride or two. Now my main problem lies with the idle.
I bumped down the main jet size to a #97.5. This helped the running rich problem, and like I said the plug fouls after several rides, not just one or two like it used to. The problem is, now I can't get it to idle. If I turn the idle screw in, then rev the engine, it takes a long time for the idle to come back down. It just stays revved up even after I let off the gas.
My question is....should I now try a bigger or smaller pilot jet, or go a different route all together.
Thanks in advance.
