Tire size to sprocket size ratio

on my85 200x i wanna drop down to 20 inch tires or maybe 18s. i still want to keep the stock top speed. is a 13 tooth big enoughor how bout 14? thanks

Roughly One tooth on front = 3.5 teeth on rear. One front tooth = 2" of tire
